MOE Legislative Outcome
September 8, 2011 -- Elaine Keefe, Capitol Hill Associates and MLA/MEMO Lobbyist summarized the recent changes to Library Maintenance of Effort as finalized in the special session concluding the 2010 Minnesota government shutdown.
Public library maintenance of effort and the minimum level of local support were set at 90% of 2011 levels for 2012 and future years. Libraries were not singled out -- all MOE provisions were treated in the same manner.
MOE Resolutions from Harmony and Rushford Boards
March 23, 2011 -- The Harmony Public Library and Rushford Public Library Boards passed resolutions supporting Library Maintenance of Effort (MOE). The resolutions will be forwarded to Governor Dayton and the libraries' legislative representatives, Senator Jeremy Miller (31) and Representative Greg Davids (31B) requesting that Library Maintenance of Effort be maintained as currently in statute rather than implementing changes that are being discussed during this 2011 legislative session.

MOE Talking Points for Library Legislative Day
February 25, 2011 -- Library Maintenance of Effort (MOE) has become a very large topic of discussion at the Legislature as several bills have been introduced to repeal all types of MOE provisions, including one for libraries (MN State Statute 134.34). Using information from several sources, Michael Scott, MLA Legislative Committee Chair, and MLA/MEMO Lobbyist Elaine Keefe, have developed some very basic MOE talking points
. Feel free to use these during discussions with legislators on Library Legislative Day, March 1, or any other time.

There were many issues raised to the Library Funding Committee that did not involve statutory language changes as part of the solution, but do nevertheless change the definition of maintenance of effort. An example is the list of items included under "capital costs". State Library Services was instrumental in both defining and allowing these changes, which represent significant positive changes to MOE.

December 5, 2008 -- The Minnesota Library Funding Committee produced two documents to assist with discussions during the 2009 legislative session.

(PDF 47KB) is a one page handout listing the recommendations and designed as a quick reference tool. This was first distributed at Association of Minnesota Counties' annual conference.

Volunteers needed for MOE Working Group
February 2008 -- As a follow-up to the January 22 statewide meeting on Minimum Funding Levels and Maintenance of Effort (MOE) for library funding [more information below], CRPLSA will create a statewide working group to further explore MOE issues and develop possible action items.
Statewide meeting
January 2008 -- The Council of Regional Public Library System Administrators (CRPLSA) will host a statewide meeting on the topics of the Minimum Level of Support and Maintenance of Effort (MOE) on January 23, 2008 from 10:00 AM to 3:00 PM at the Hardwood Creek Branch
of the Washington County Library, located in Forest Lake.
The meeting is designed to encourage an open and frank discussion about Minimum Level of Support and MOE in Minnesota. The day will begin with an educational and historical review presented by Ken Behringer, Director, Dakota County Library
. After questions have been answered concerning the basic statutes and their interpretations, discussion will be open to all in attendance. Coffee will be available at 9:30 AM, lunch will be served on site, and beverages will be available all day. There is no cost to attend the meeting.
