LSTA 2016 Results

IMLS logoThe results of the most recent Library Services and Technology Act (LSTA) competitive grant round have been released and three public libraries are among the recipients.  These include MELSA member: Hennepin County Library and SELCO members:  Albert Lea Public Library and Austin Public Library.

Albert Lea Public Library – $72,505 for Check Out the Internet @ ALPL
Albert Lea Public Library (ALPL) will bridge Freeborn County’s digital access gap with a mobile technology lending program. Grant funds will capitalize on a popular pilot project by adding 60 Wi-Fi hotspots and 25 iPad Airs to its circulating collection. In partnership with Albert Lea Community Education, ALPL will present classes and hands-on demonstrations of the mobile technology to Adult Basic Education students.

Austin Public Library – $43,064 for Austin Area Science Fair Mentoring Project Expansion
Austin Public Library (APL) will take a pivotal role in expanding the Austin Area Science Fair Mentoring Project, a successful community initiative that pairs local STEM professionals with third and fourth grade science fair participants. In doing so, APL aims to increase science literacy and students’ interest in STEM careers. The project will double the number of mentor-student pairs, increase science fair participation and success rates, and connect science fair participants with the library’s mobile technology and high-quality STEM resources.

Hennepin County Library – $53,544 for Strengthening Families Affected by Incarceration
Five percent of Minnesota children have had a parent in jail or prison at some point in their childhood. Hennepin County Library (HCL) will create programs and resources to strengthen families affected by incarceration. Additionally, HCL will educate librarians and other social service professionals about the unique needs of families impacted by incarceration.

Five successful school districts will receive the balance of the $544,843 awarded in the 2016 LSTA competitive grant round.  Click here for a list of all eight grant recipients and the project abstracts.

New Library Legacy Grant Guidelines

MN Library Legacy Logo SmallThe Legacy Amendment’s Arts and Cultural Heritage Fund (ACHF) created an unprecedented opportunity for libraries to provide educational opportunities in the arts, history, literary arts, and cultural heritage of Minnesota.  The regional library systems receive a biennial ACHF appropriation for Library Legacy activities.

For the first time, all in one place, the regional libraries now have a single source of information ranging from the history of the library appropriation to reporting schedules and clear definitions.  The new ACHF Grant Guidelines for Regional Public Library Systems was prepared by  the Minnesota Department of Education (MDE) and issued with the FY2016 Official Grant Award Notifications.

Call for Construction Grant Applications

The program provides public libraries with funding for renovation, construction, and improvement projects that result in more accessible library facilities. Projects may:

• Remove architectural barriers from a library building or site.
• Remediate conditions hazardous to health or safety.
• Renovate or expand an existing building for use as a library.
• Construct a new library.

The 2014 Minnesota Legislature allocated a total of $2,000,000 to the program, with $857,000 of those funds earmarked for specific projects and the remaining funds for competitive grant awards. An estimated $848,000 in state funding is available to award approximately three grants in the second round.

Library Construction Grants

An appropriation to the 2014 Library Construction Grant program provided $2,000,000 for library construction and renovation projects. One-to-one matching grants help build libraries that meet high standards of accessibility and energy efficiency. Three projects were earmarked to receive funds, with the remaining funds awarded through a competitive process. As of March 2, 2015, grant agreements have been executed for the following projects:

City of Jackson – This expansion and renovation project will add 1,500 square feet and install new windows, a new entrance, new information desk, expanded meeting space and an accessible parking, among other improvements. Plum Creek Library System (PCLS) member.  Grant funds appropriated: $570,000

City of Perham – An exterior wall reconstruction project will mitigate mold and restore a safe and healthy environment to the library. The work will also prevent future contamination and damage to the building. Viking Library System (VLS) member. Grant funds appropriated: $257,000

Ramsey County Library (White Bear Lake) – An expanded and remodeled library will offer enhanced areas for children and teens, more public computers, an improved community room and spaces for individual and group study. Renovations to the parking lot will result in more available parking and improved traffic flow. MELSA member.  Grant funds awarded: $200,000

City of Waseca – A redesign and renovation of the library’s layout will result in improvements to the entryway, restroom and meeting rooms to increase the accessibility, functionality and attractiveness of the building. A close working relationship with the Independent Counseling and Advocacy Network will ensure the needs of patrons with all types of disabilities are reflected in the renovation. LSTA Grant Opportunity

Federal Fiscal Year 2015

State Library Services is pleased to announce the 2015 Library Services and Technology Act (LSTA) competitive grant opportunity. An estimated $650,000 is available to fund grant projects that help to achieve Minnesota’s LSTA Five-Year Plan (2013-2017).

The LSTA Five-Year Plan’s overarching goals are to expand services for learning and access to information and education resources, and to establish and provide a strong infrastructure that promotes equity of access to high-quality library services for all Minnesotans. State Library Services has identified Subgoal 1.2 as a Preferred Subgoal for this grant opportunity. At least $325,000 will be awarded to projects that provide educational opportunities for children and youth. Construction Grants for 2016 Session

Libraries Strengthen Minnesota logo smallSenator Stumpf, chair of the Senate Capital Investment Committee, is encouraging the library community to introduce a bill yet this session to fund Library Construction Grants.  While this will not be an actual topic of discussion until the 2016 legislative session, it will put the potential of future library construction on the Senate committee’s radar as they plan fall tours of bonding project communities.  Usually the Minnesota Library Association (MLA) would begin discussing the size of a library request at the summer Library Legislative Forum.  However, if a bill is introduced this session, a proposed dollar amount will be needed.

The history of MLA request for construction and remodeling has varied.  In 2012, MLA requested $10 million.  Last session MLA asked for $3 million and the legislature appropriated $2 million for Library Construction Grants.  Of this amount, $877,000 was set aside for three specific libraries, leaving $1,123,000 for the competitive grant pool.  The Minnesota Department of Education (MDE) received five applications requesting a total of $1,851,225.  Requests exceeded the funds available by $728,225.

ECRC receives mini grant

ecrl learning grantEast Central Regional Library (ECRL) received a $7,430 Federal Library Services and Technology Act mini grant for a Playful Learning Space in the Wyoming Area Library.  The grant will be administered by State Library Services within the Minnesota Department of Education.

The new Playful Learning Space, complete with a wide assortment of manipulative items, puzzles, puppets, a puppet theater and kid friendly furniture, will:

  • Create a welcoming child-friendly area for children, families and caregivers with a visual impact that promotes play and learning
  • Encourage more children, families and caregivers to visit the library
  • Offer a safe and accessible place to fulfill a child’s basic need to move, play and learn, thus supporting their growth and development
  • Increase parents and caregivers awareness of activities that promote early literacy through play
  • Encourage children to engage in many of the early literacy skills (including talking, singing, reading, writing and playing).

State Library Services is pleased to announce the successful recipients of the second round of Expanded Learning Through Libraries mini-grants.  Each applicant was eligible for up to $10,000 and the final awards ranged from $3,437 to the maximum, $10,000.  These mini-grants support activity-based partnerships between schools and libraries to help connect students with meaningful out-of-school time opportunities that improve community engagement and academic achievement.

Successful recipients include:

  • Bird Island & Olivia Public Libraries and BOLD School District, $4,000 (PLS)
  • Cloquet Public Library, $3,437 (ALS)
  • City of Fergus Falls & Fergus Falls Public Library, $6,850 (VLS)
  • St. Paul Public Library, $10,000 (MELSA)

MALF Offers New Programming Grant

MALF_HORIZ_VECTORA library’s Friends organization is one of its most valuable resources – a wellspring for innovative event and fundraising ideas. But while creativity and initiative may not be in short supply, funds to kick-start such programs usually are. In our continuing efforts to bridge that gap, the Minnesota Association of Library Friends (MALF) is pleased to announce its new Event and Programming Grant.

This is the perfect opportunity to finally bring your pet project to life! Simply fill out this form and mail or email it to MALF as instructed in the header. Be prepared to provide a draft plan of action, tentative timeline (including goals and objectives), intended audience, anticipated publicity efforts, a list of expected expenses, and anticipated impact on the library and/or its patrons.

Friends of the Library groups of all sizes are encouraged to apply, provided they serve a Minnesota library and are current in their MALF membership. (If necessary, annual membership dues may be submitted along with application materials.)

Each entry will be carefully considered by MALF’s Board of Directors. Please note that the Board meets only once a quarter, so plan accordingly. Note also that applicants who can prove a second source of funding, particularly another grant, will receive first priority in consideration.

Mini Grant Opportunities for Playful Learning Spaces and Out-of-School Learning Collaborative Programs

State Library Services is pleased to announce a second round of two competitive grant opportunities — Playful Learning in Libraries Mini Grants and Expanded Learning through Libraries Mini Grants. With streamlined applications, mini grants are short term grant awards of up to $10,000 for projects taking place from approximately early-January through September 30, 2015.

Playful Learning in Libraries Mini Grants are offered to bolster the capacity of public libraries to provide welcoming and engaging play-friendly spaces and experiences that engage children ages 0-8 and their parents/caregivers in play and learning. These projects will also ensure that early learners experience a variety of playful activities that support their growth across the six domains of Minnesota’s early childhood indicators of progress. Call for Construction Grant Reviewers

State Library Services invites applications from individuals interested in participating on the Library Construction Grant review panel. Reviewers will read and score applications and assess applications for adherence to Library Construction Grant guidelines. The panel will meet in October. Please submit a resume and a brief letter detailing experience with library construction projects and services to library patrons with disabilities by 4:30 p.m. on Friday August 1, 2014 to Emily Kissane.

SELCO Awarded LSTA Projects

Prep work will soon begin in earnest by SELCO staff on two new Library Services and Technology Act (LSTA) projects. The Minnesota Department of Education (MDE) approved slightly reduced funding for the projects and SELCO will adjust activities to meet the funds available. The projects are:

Data Driven Collection Development — Approved amount: $51,981

Data Driven Collection Development will improve library collections by leveraging the power of data mining and other business intelligence technologies. Libraries will use new tools to make better-informed decisions, prioritize purchasing, respond to the needs of their communities, gain insights into the collection development strategies of comparable libraries, and streamline their collections to serve more people with fewer resources. Participating libraries will attend training and workshops and will receive individualized collection development recommendations based on the data gleaned. Initial request: $57,757

Community School Media Centers as Online Partners — Approved amount: $19,118

Community School Media Centers as Online Partners – 2014 will enable the school library media center at the Red Wing High School to become a SELCO Online Library. Participating in the SELCO Integrated Library System (ILS) via the regional library system and MnLINK network will multiply the materials available and greatly expand the media center’s capacity to serve its students, faculty, and staff, as well as help Red Wing Public Schools meet its vision “for all students to fulfill their highest potential and to become respectful, responsible, productive citizens.” Initial request: $23,707

The official start date for both projects will be July 1 or after the signing all of the Official Grant Award Notification (OGAN) paperwork.

LSTA Grant Opportunity

State Library Services is pleased to announce the 2014 Library Services and Technology Act (LSTA) competitive grant  opportunity. We welcome applications from any legally established public library, academic library, special library, school library, library cooperative or consortium in Minnesota or any Minnesota organization with tax exempt, non-profit status willing to serve as fiscal agent for a project that benefits a library.

An estimated $600,000 is available to fund grant projects that address the priorities identified in Minnesota’s Five Year LSTA Plan (2013-2017). We welcome proposals that expand programs and services that support Minnesotan’s needs for education, lifelong learning, continuing education, workforce development, 21st century and digital literacy skills; and/or establish a strong infrastructure and build capacity for improved coordination among eligible libraries to improve the quality of and access to library and information services.

Library Construction Talking Points

Libraries Strengthen Minnesota logo smallToday’s libraries are a marvelous blend of brick and mortar, collection, and technology. The Minnesota Library Association and the Minnesota Educational Media Organization support the appropriation of $3 million dollars for the 2014-2016 biennium for the construction of public library buildings through the State’s currently authorized matching program.  A series of Talking Points have been prepared to assist library advocates.

Public Library Accessibility and Improvement Grants Awarded

Public Library Accessibility and Improvement Grants announcement from State Librarian, Jennifer Nelson for libraries in ALS and MELSA:

State Library Services is pleased to announce the Round Two 2013 Public Library Accessibility and Improvement grant awardees. With $608,700 in funds available, five completed applications totaling more $1.1 million in requests were received by State Library Services. The two applications receiving top average scores by an independent review committee were approved for funding by Minnesota Department of Education Commissioner Brenda Cassellius.

Anoka County will receive a grant of $150,000 toward the renovation of the Northtown branch in Blaine. The project will improve the accessibility of the building with an improved entrance, adapt the children’s area and other building spaces. Robert D. Thistle, Anoka County Library Board President noted that “the Library Board is pleased to receive this grant … the funds will allow us to make the service desk, restrooms and book returns accessible to all.”

The City of Ely will receive a grant of $458,699 toward building a new accessible library building. The current library, housed in Ely’s Community Center, has outgrown its space and is not accessible to people with mobility impairments. The new building will bring the library into compliance with the Americans with Disabilities Act accessibility guidelines. Rachel Heinrich, director of the Ely Public Library, noted that the grant will help “this ‘end of the road’ community to improve library service to the area residents without a significant tax increase by bridging the gap between cost savings gained by the new building and the payments on the building’s construction.”

The Public Library Accessibility and Improvement Grant program is a one-to-one matching construction grant program intended to support the renovation and construction of public libraries, with a special interest in ensuring accessibility for people with disabilities. The program is funded biennially by an appropriation from the Minnesota Legislature.
